New details about Medicare's secondary-payer reporting program describe registration and reporting processes, clarify required information, and delay certain deadlines. Starting in 2009, employers may need to help insurers and third-party administrators report group health plan participant and dependent Social Security numbers to CMS. Employers with self-insured and self-administered group health plans must also comply. The reports will help CMS enforce Medicare's rules, which generally make employer plans primary payers for active employees and family members who also have Medicare coverage.
